Place all of the ingredients except the chocolate chips in a medium bowl and mix well.
Add chocolate chips and stir to combine.
Place parchment paper in an 8" square baking dish making sure parchment paper overlaps the sides for easy removal.
Put the batter into prepared pan and press down.
Bake for 25 minutes until thoroughly cooked.
Allow to cool for 5 minutes and then slice into 8 bars.
